Does the above expression mean then value of the element i the array or the
position in the array??

[7,5,3,2]

The value of the element in position 0 is 7, the value of the element in
position 2 is 3. But position 0 is less that position 2....

you are comparing values in the array, not positions. Conclusion - value
of v[j], which is 7 will always be more than value of v[j + 1], which is
5 !!

v[j] is the value, v+j is the position ("pointer")
v[j+1] is another value, v+(j+1) another position.
For your values of v,
v[j] > v[j+1] and v+j < v+(j+1)
