Complete library references...

I was wondering if there was a giant source like an encyclopedia of
all the functions and parameters that common libraries like iostream
and windows would have. Kinda like SDL's reference for their GFX API.
I'm not talking about MSDN, is there a better source? I don't
particularly like MSDN just for some reason. Thank you!

P.S. Could you e-mail a responce to me as I might forget to check back

Putting your email address on a newsgroup is the number one method to
