std::vector for pre-template compilers

This code does not quite fully work correctly. I want to
focus on the goal of getting push_back() and all of its
corresponding destructors to work in the case of

std::vect<std::vect<UserType> > // defined in vect2.h

The syntax for this in the current (pre template) version is
Vector_Vector_UserType

std::vector<UserType> is defined in std_vect.h.
UserType is defined in UserType.h
