Programmatically Controlling a .EXEs behavior

Hi All,
I know that the admin can control what a .EXE is allowed to do, particularly a .NET managed .EXE.

What I'm wondering about is controlling a .EXEs behavior programmatically; particularly disk access and internet access.

I'm using C#, if that makes a difference.
