Monitoring and denying traffic

Hello,

I'm about to start building an application that should be monitoring the outgoing web traffic, and then calculate how long the user surfs specific list of websites. After a certain amount of time, the user can no longer surf the websites (all traffic is either dropped or redirected whichever can be achieved). The timer restarts on fixed times, so I need also a way to be able to store the duration spent on the websites securely and deny any alteration to it.

I'm open to suggestions.
