How to fix C# Server blocking issue with Close_Wait?

I am sending bulk of data (Feed) to clients from my C# Server Application. All of a sudden Feeds are stopped. No Feed Update in Client Side. At that time, the Server side issues are

1. Close_Wait in that port
2. Operation Would block (Error code : 135) in Log.
3. Unable to make a new Connection from client.
4. Telnet Fails to that Port

We resend the data 5 times for Clients who are in low bandwidth,if it exceeds 5 times the client will be disconnect by server and reconnect.. ( I think operation would block will cause because of low band width Clients who were blocking, they unable to get the data efficiently)

So we restart the server whenever the issue arise.

Any suggestion for this scenario? Thanks in Advance.
