How to get the value of gen 2 heap size < 0 ?

I need a C# application which meets the condition "Gen 2 collections > 1/10 * Gen 1 collections AND change in Gen 2 Heap size < 0". I need it to trigger a situation with the same above said formula. Any one knowing this please reply to this as soon as possible.Your help will be appreciated.
