WinForms exe references assembly, but not included in assemblyreferences when compiled?

Hi,

I have a WinForms application and in the references I have a reference
to another library of mine. I also have a Wpf user control, and the
user control uses the referenced assembly (there are Converters in
this assembly). Now, I can compile and run it fine in VS, but when I
try to deploy it using an automated tool, this referenced assembly
isn't included.

Indeed, if I use Reflector.Net to look at even the version VS
generates, the assembly is NOT in the reference list.

Any idea why the compiler would seem to ignore the reference I've
specified? Especially since the Wpf control which depends on it is
hosted in one of my Forms.
