Why would you need a specific server for that? Any place where you can
upload and publish files would do; what the license would be is
entirely up to you - whatever you declare in the associated
documentation for your product goes.

There are plenty of places where you can sign up for an account and
publish code in a dev-friendly way. For instance:
You will have to specify *an* identity to be able to log in, etc - but
you may not have to give your real name etc. (Check the policies for
each hosting service.)
