Requested registry access is not allowed - Error

I've got a Visual Studio.Net CSharp web application that has been running
fine on my Notebook computer. I just copied it over to my desktop and have
everything setup the same, but get the following error when I compile the

Requested registry access is not allowed.

What does this error mean?
