The best source of information I found anywhere on the Configuration is

You should be warned that Visual Studio will reset the configuration in
Debug mode to the default. Each time you start a debugging session it
simply rebuilds the .config file from the default you specified. EVERYONE
is nailed by this the first time. The solution is to compile and then
execute it outside of the Debug environment.
I can read all the configuration variables and update individual
configuration variables. When it is attempted it appears to run through all
the processing correctly but no "article" is added to the .config file.
I cannot add a new "article" using this example code.
Have you perhaps worked through the article and discovered how to add a new
"article"?
