Slow socket on some machines

So I have a socket server and client in C# and the speed of the
connection changes depending on what machine it is running. All the
machines are in the same network and are almost the same speed. When
the server is running fast it sends about 430 packets/second. If it is
running slow it sends about 60 packets/second. On a vista machine I
managed to get it from 60 to 430 by disabeling the QoS. But on a XP
machine this approach doesn't work.

Please help :-)
