shopping cart & ecommerce

I've been asked to provide a shopping cart for someone's website, but I've
never done this before.

Is there a basic step-by-step for this somewhere? I want to make sure I do
the cart fundamentally correct and secure.

I think its probably an easier option to use one thats provided as a service
than to create one from scratch. if you do want to start from nothing them
the asp.net starter kits has an example to build on.
