More than likely, you will want to look into the ActiveSync API:

It's a COM library, so you will have to access it through COM interop.

You need to provide more details, will this be from a custom made app of
yours?

I do download files to a win app using TCP/IP and/or WebRequest. Also if the
ppc has phone capabilities you can connect to the internet using the phone
provider network.
