programming with windows CE???

A few quick Q about windows CE.

What development tools does one need to dev applications with
windows CE? I was looking at the price breakout of Windows CE;
the price for dev tools was ~1000$, but I couldn't figure out
what tools they talking about. Is it just VS? or is it another software
package?

Besides the hardware, the 20$ for the copy of windows ce, and
prehaps the developent tools I mentioned above, are there any
other hidden costs to write and sell a simple "Hello world" app
on an embedded system?

The project that I am thinking of taking on is a i386 embedded
processor. Any words of wise or words of caution? Any good
resouces for such a project?

VS, it's all you need :)

You DO NOT NEED a copy of win CE, you only need it IF you are going to
dvelop a new device and need to customize the OS.
Otherwise you get emulators copy that you can use.

Also check the compactframework NG as it's the primary source of info for
mobile devices.
