How to organize projects in solution.

Hi
I have a solution that involves a lot of integration with different parties.
On such party requires that it assemblies would stay in one location Program
Files\... and they are not installed in GAC.

I am creating Web App that uses that library. I am not allowed to copy those
assemblies due to license issues to bin folder, so I am using web.config
file with runtime attribute and this works fine.

Now, I created a class library that has most of the integration code for
that library. I referenced the assembly and set copy local to false.
Web app reference my class library using project reference.
Now for some reason when VS builds the project it copies the library and all
it dependencies to bin folder.
How can I avoid it?
