Conceptual: static method or new class?

I have a singleton Operation class representing current user operation.
Each time the user make an operation it is saved by the DAL on an XML file.
There is a timer whose tick event handler should call a Transfer method to
transfer all the operations saved to XMl to a web service.

Conceptually that method does not work on current operation so can it be
implemented into Operation class as a static method or I should create a new
class named OperationS, static or singleton that manages all operations
related stuff: transfer and events about transfer progress?

In this case it's right to load BLL settings on Operation singleton instance
creation or I should create a third class to load them and interact with
Operation and OperationS?
