Controling displayed record using mouse scroll wheel

P: n/a
I have an application which I need to change the data record which is
displayed on screen by using the scroll wheel of the mouse.

I would like to call a forward and back function/method when the wheel
of the mouse is turned.

How could I achieve this?

Regards
