Threads and error handling

I'm working on the LAST Vista certification test -- Test case 32:
inject an error into the process to ensure the WER dialog appears.
This is working on the UI exe, but fails on two other non-UI exe's
that run in the background.

One exe is extremely simple:
- creates a NativeWindow with a message loop and registers a hotkey on
it
- creates another thread to monitor for an activity. The thread loops
forever and sleeps 99% of the time.
- Application.Run()

If an error is injected into that process, nothing happens. UNTIL I
press the hotkey. Then the WER dialog pops up as expected.

So what am I not understanding? The error is thrown on the thread,
but why is it not recognized until the main thread is touched?
