If you're using a SMTP server that's under your control, go into IIS and get
to the properties dialog. On the Access tab, click the Relay button and add
your sending IP address to the list of computers that are allowed to relay
through the server. If the server's on the same machine you're sending from,
add 127.0.0.1 to the list.
