Secure Password

Hi,

I have created pdf file using a library "pdflib" in C#.Net
development environment.The generated pdf file is password protected
(requires "owner password") disallowing some of the operations (like
printing ,copy, etc .) .Now I have come to know about many pdf
decrypters which can easily break the password .How can i make the
password strong enough for decryption ....
If i implement both "owner password" and the "user password", the
craks doesnt work any more ...But the requirement doesnt allow me to
use the "User password".
