In that case i know the answer.
In click once publish settings you can set it to check for a new version
when it runs and set the minimum version they should have as well as making
the download optional or non optional. Look in your publish settings, i
believe it is under "UPDATES", tick specify minimum required version, set it
to the current version number and tick that this application should check
for updates.
