Hashtable in global.asax

Hi all im pretty new to asp.net+ c#

i have a method like below

static IDictionary hash1 = new Hashtable(500000);
public void addToHash()
{
StreamReader sr = new
StreamReader(Server.MapPath("index.txt"));
String line = sr.ReadLine();
int i = 0;
while (line != null)
{
string[] indexler = line.Split('*');
if (!hash1.Contains(indexler[0]))
{
hash1.Add(indexler[0], indexler[1]);

}
line = sr.ReadLine();
i++;
}
sr.Close();
}
i run this method in Page_Load() but i guess its terrible way cause in
every page load every session it opens that file and read all data and
it cost alot Ram

i searched a way to make this process once and use in every s ession
the same hashtable and as i find i may do it with global.asax but i
have no idea to make it

i tried to run this method in
void Application_Start(object sender, EventArgs e)
{
// Code that runs on application startup
}

here but couldnt succes

is the way am i working right? if so can anybody help me to run this
once when server stars and how to use that hashtabel in
Default.aspx.cs

hope i can find a solution till tomorrow
