Using SYN packets for a port scanning application

I have been asked to write a port scanning application and I would like
to use a SYN scan rather than a TCP scan in order to be more efficient.
Can anyone give an example of how to construct and send a SYN packet
and then receive a response? I'm familiar with the use of
System.Net.Sockets to create clients and servers but I have not written
anything using TCP/IP at such a low level.
