cheking hold process

i just want to know about ...
is there any way to check holing process
for example,
when i copy 500Mega file into the some folder, i just to want to use this
file ...
but i can't ....because it hold explorer...
after copy processing has ended it will be use...
what i want to know is
- check...... is it over copy processing

Don'T kniw if it the best way. But process.start //
process.waitforexit() (sorry top of my head and cant remmeber the exact
command)

The process launches as a thread and when the file is finished copying
the process reports finished.
