WBA is not used anymore, it's now really called XBAP.
Communication form an XBAP is very restricted by the sandbox. Some of
these restrictions are in place because Microsoft didn't have the time
and resources to finalize the functionality. Some others will probably
stay in place also in the next version.
One of these restrictions is the "Site of origin" rule, which states
that you can only use Web References in an XBAP if the service is on the
same domain than the XBAP itself. I don't have information if this
restriction is going to be lifted in V2 or not. It is comparable to the
same restriction which exists in AJAX. There are a lot of talks to
suggest that it would be best if the "Site of origin" restriction was
lifted in some way for AJAX, maybe Microsoft will do it for XBAPs too.
In this version of WPF, your safest choice is to go through a web
service IMHO.
