Server O/S anomaly in WebBrowser file download

I am using an HTTPS://...asp page to download a PDF using a .NET 2.0
WebBrowser. (Have to use WebBrowser, not HttpWebRequest for complicated
authentication reasons.)

I have confirmed that Tools -Folder Options -File Types -PDF ->
Advanced -"Confirm open after download" is unchecked.

When I access the URL on regular Windows XP O/S the download occurs
automatically, as expected.

When I use the exact same code on Windows Server O/S's, it pops up the "File
Download" messagebox prompting, "Do you want to save this file?"

Why is this happening on Server O/S's? How can I fix it?
