Redistributable Issues

Hi, I'm getting an error thats causing me a lot of hassle distributing C#
programs.

Application has generated an exception that could not be handled.
Process ID=0x68c (1676), Thread ID=0x618 (1560).
Click OK to terminate the application.
Click CANCEL to debug the application.

That error occurs before any of my code is run (on my friends
computers)... It runs fine on my PC and my Laptop.

Now, originally I thought that was because my friends are running
insufficient versions of .net or DirectX. However, I got one of them to
run the Windows Component Updater (installs the latest redistributable
components for .net/directx/other). Everything installed except for the
..NET 1.1 service pack 1 update.

Would that cause an error like that? He installed .NET 1.1 and 2.0 fine....
