Ocx does not add to Windows Form in Vs2005

I have a Vb6 Ocx ActiveX control. It loads into the Vs2005 Tools but
attempting to add it to a C# Windows Form's causes an error indicating to
check if registered properly.
The same control can be added to a Vb6 project with no error.

Attempting to use Aximp.exe on the ocx produces this error--
AxImp Error: Could not load file or assembly 'VBA, Version=6.0.0.0,
Culture=neut
ral, PublicKeyToken=null' or one of its dependencies. The system cannot find
the
file specified.

Attempting to use Tlbimp.exe works but with this warning--
TlbImp : warning TI0000 : Type library importer has encountered an interface
not
derived from IUnknown: '_HiddenInterface'.
Type library imported to DataManager.dll

Tlbimp does create the files. Those files do include the Vba.dll.

Could you help me understand why this Vb6 control is acting this way?
