.NET 2.0 personalization

I am working with the NET 2.0 portal framework. To use the portal
framework requires that personalization be enabled. I followed the
chapter on personalization in my Professional ASP.NET 2.0 book. I then

created a WebPartManager.

When I try to put the page in design mode (at request time), I get this

error:
The specified display mode is currently disabled on this page. Make
sure personalization is enabled for the current user.
Parameter name: value
Is there something I missed?
