Edit and Continue not working?

Are there special conditions under which Edit and Continue works? I
always get this message:

Changes are not allowed while code is running or if the option 'Break
all processes when one process breaks' is disabled.

I have the above option checked. Any suggestions?

Thanks,
Brett
