Overriding datagrid scroll bar scrolling increments

Basically what I need is to change the scrolling behaviour of the
horizontal scroll bar so that when the user clicks on the left or right
button, the scroll bar does not move in jumps that are the cell widths.
I want it to move progressively.

Any ideas? I'm surprised this isn't a regular requirement, but googling
has found me nothing.
