How To: Format documents for printing on a Website and Deliver for local Printing

I need to create a website that receives documents from multiple users.
When an manager comes in, he needs / wants to be able to select one,
several, add of the documents, and have them formatted in a standard fashion
(font / spacing, etc), then "combined" into a single file / webpage that he
can print on his local printer. The idea is that the documents are ready to
go from just a webpage click (no need for MS Word, etc. locally, just the
printer).

Can anyone give me some pointers / examples?
