Custom formatter - Loading assembly

In Enterprise Library 2.0, I created a custom formatter as below,

[ConfigurationElementType(typeof(CustomFormatterDat a))]
public class ERFormatter : LogFormatter
{
...... //
__________________________________________________ ______________
The problem is when I try to open this library in the Enterprise
Library Configuration, while I try to add a new Custom Formatter. It
complains,

There were no types found in the assembly 'MyLibrary' that implement or
inherit from the base type
'Microsoft.Practices.EnterpriseLibrary.Logging.For matters.LogFormatter'
although 'MyLibrary" has this class ERFormatter in it. Does this mean
that I mean to sign this assembly with strong name and install to the
GAC? In that case, I need to sign almost all the enterprise library
modules and assign them to GAC as well.

Can someone please throw some light on this? Thanks.
