IsNetworkAlive() always return true on win 98

I am trying to get network status using following code:

//const for network availability check
private static int NETWORK_ALIVE_LAN = 0x00000001;

//win32 api to check network availability
[DllImport("sensapi.dll")]
private extern static bool IsNetworkAlive(ref int flags);

bool isNetworkAvailable = IsNetworkAlive(ref NETWORK_ALIVE_LAN);
</Code>

This code works fine on xp, but on win 98 , it always returns me
'true', eventhough network cable is unplugged.

Am I doing anything wrong?
