Add Data Rows to Table, but DataSet say No Change ??

I take a DataSet - with datatable with NO records, add records like this,
verify the number of rows
But the DataSet reports it has no changes.

What am I missing ??? Thanks !!!

DataSet dsITA = new DataSet();
dsITA = JetLayer.getDataSet("Select * from ITA", ita); // return a DataSet
if (dsITA.Tables.Count > 0)
{
this.lbstart.Text = "Started Table " + dsITA.Tables[0].TableName+" with
this many rows: " + dsITA.Tables[0].Rows.Count;

dsITA.Tables[0].LoadDataRow(values, true);

// can see the stuff in the data visualizer ...all 1054 rows
