Resizing custom control

I have built a custom control which sits on a panel. There is another panel
on the form with a splitter between them. The custom control has a tab
control on it, and I need to do two things: (1) When the control is loaded
the FIRST tab seems to take it's scroll bar colors from the System (XP)
rather than the control colors. The other tab uses the control colors. How
do I reset this? (2) When I click on the SECOND tab, I want to resize the
custom control/move the splitter to show all of the data on that tab. I have
tried to find a way using the DisplayRectangle property, but that doesn't do
it, and the Location property of the Splitter is read only. Can anyone think
of a way I can resize this control/tab page when they are clicked?

Thanks!
