Active Directory - setting Terminal Services Profile thru a progra

Pardon me if I am posting in the wrong group.

We have a .Net web application where users register. On registration, we
want to create user in AD and set different properties. We are using C# code.
We are unable to set terminal services profile properties while we could set
other properties.
We then tried using a command line command by invoking a batch program. This
worked well in the development area where the AD Server and Web Server are on
the same box. But on moving to production area where AD server is on a
different box, it does not work.
We then wrote a web service wrapping up the batch program and deployed on
the Ad server. We called the web service in our program. We hoped this will
work as the web service is on the AD Server box itself. But this also did not
work.
Could any one guide us on this? First of all is it technically feasible to
accomplish what we wish to. We are using Windows 2003 Servers.
