Recomendation for third party tool to create glyphs/images on toolbars

Hi,

I hope this is the correct place for this post.

What is your favourite graphic tool for building the glyphs/images/icons on
toolbars ?. Photoshop, PaintShop Pro, or ?. I mean 16x16 or 24x24 - 24 bit
bitmaps to use on toolbars.

Some can be obtained on internet freeware or shareware, but with custom
needed glyphs it is not possible, and I need a lot of them.

Please take into account that I said 24 bit bitmaps (true color). I tried to
use some Icon editor tools but it works good with 32 bit bitmaps (alpha
channel) and bad with 24 bit bitmaps (the transparent color created a lot of
problems for these kind of glyphs).
Or, it is better to use 32 bit bitmaps with transparency included and ignore
the transparent color in ImageList control ?

Does anyone have a recomendation what tool or group of tools to use for the
purposes ? Please advice.

Here is an article on creating icons for windows XP that should be of
some use, at least, for which tools, and what to keep in mind when creating
images for toolbars, icons, and whatnot.
