Yes, you have to add a ToolTip control to your form, and then your
controls on the form will have a ToolTip property (or something similar).
The ToolTip control is an extender provider, meaning that it adds
properties (not at the CLR/type level, but at the designer level) to other
controls, like a tooltip.
