installing C# fails saying application already requesting reboot

Not sure if this is the best spot to post this question, but I am not going
to pay money to ask an installation question.... Anyways

I am trying to install C# standard 2003 and it analyzes the system and then
say I need to install some prerequisite stuff. So I click on the link that
says that and then I get a message the that some application is already
requesting a reboot. This is a brand new Compaq laptop purchased yesterday. I
have installed chessmaster 10 and I tried to install civ III but the
autoloader wouldnt run so I then moved onto C# and got this message. Does
anyone have any clue why I am getting this message or what I can do to fix
it. I tried to just insert the prerequisite disk also but it says I must
insert the first disk. I have reboot several times. I have searched on
microsoft's but I can't find a page that will outline what exactly is
specified where to let the system know it wants a install related reboot.

Here is the exact message

"Setup has detected that another program requires the computer to reboot.
You must reboot the computer before installing Visual Studio .NET
prerequisites. Once the system reboots you need to restart the setup. CLick
OK to reboot. Click cancel to exit setup and install later."

And as I have mentioned earlier I have rebooted numerous times and nothing
works. Please help :)
