Reference web service - csc.exe

I am trying to use csc.exe /doc to generate an XML file from the XML comments
in my App_Code/Code.cs file. My code references a Web Service. The website
build without error in Visual Studio 2005. But when I run:

csc.exe /doc:Code.xml Code.cs

I get "The type or namespace 'MyWebService' could not be found..." errors
and the .XML file is not created. Does anyone know how to fix this?
