How can I send message to cellular phone by program?

You have to go to a cellphone network(service provider) and buy
developer tools to use in your application
On a monthly bases, you will pay then for all the sms's your
application sent.

heres a link for instance where you could buy these developer tools:

Actually there is usually an email addy associated with your cell phone,
like

91********@vtext.net (this simulates Verizon) It's phone number + some
domain name.
