Determine what's the window below the active one

I need to determine what's the window directly below the one that is
in the foreground. I need this because I need to send a keystroke
using SendKeys to the application that was active before the user
selects my application.
I suppose the Z-Orders of the Windows is stored somewhere (ALT+TAB
access to that if I'm not mistaken).
