How to understand IFormattable argument

I saw the following code:

Console.WriteLine( "{0:#00;(#0);<zero>}", 0 );
Console.WriteLine( "{0:#00;(#0);<zero>}", 10 );

But, I don't know how exactly it works. Anyone explains this for me?
