Implement "loosely coupled events"

Hi
I need implement loosely coupled events to raise events in a Classibrary
project from one Windows Application project, and hanlde these from other
Windows Application project.
I found this article in MSDN, but I don't know how to implement.

How is this different from the usual .NET event system?

If I understand you, you simply need to subscribe to events raised by a
class in a different assembly from the one containing the client (event
reciever) class. This you can do with normal .NET events. This gives
you compile-time event discovery and run-time subscription.

If you need late (run-time) event discovery and subscription, then you
can use Reflection to find events and subscribe to them that way.
However, this is useful only in a minority of cases.
