GetTimeZoneInformation returns false daylight name

i need to get current time zone information in c#. i am using
GetTimeZoneInformation api and it's returning StandardName and
DaylightName of TIME_ZONE_INFORMATION structure same, which is original
standard name.

is there any way to get timezone information without using
System.TimeZone class as this class is not giving full information?
