Need a Close Watcher of Files

C# has a good class FileSystemWatcher. But how can I manage to collect
data such as
1. If the file is copied / moved / cut - pasted / dragged - copied to
other location - need to know the location also where moved
2. Emailed to others - if emailed then "by who to whom"
3. IF NEEDED I will be also able to stop copying the file, but allow
opening it
and other such details
What I want is that if it be necessary for me to share a file with all
the users of my computer, then at least I sould be able to know the
very details of what operations has been done on it by others. And
thereby stop such actions or mail myself the activities. Thanks and
regards for the helpers.

I do not think there is something like this in the framework, you will have
to dig deep in the OS if you want to do all this
