what to use to store this information?

Ok, here's a diagram of the puzzle situation I was talking about before:

Now, one "switch" is two of those small columns of 10 boxes each (so
there are 8 switches per row, and 4 rows, or "panels").

Anyway, what I want to do is compare the boxes of one switch with the
boxes of another to see if both are filled, empty, or both. I think
using an array to store the state of each switch might be a good idea,
and I figure I might make the arrays an enumeration type, so I can
called their states "Off" and "On", or something even more detailed like
Red, Yellow, Blue (these are the colors in the game). I also think I
might use a flag attribute on the array, because what I need to do is
see how many of the boxes, when compared, have filled/unfilled space.
This is hard to explain!

Anyway, my main question for you guys is, how should I store this info?
Should I use arrays? If so, what kind? 32 different arrays, one for each
switch? Or maybe 4 jagged arrays, one for each panel? Or some other
combination?
