Application that docks to right side of desktop like Sidebar

Hey everyone,

I'm trying to make an application, a simple web browser windows form at the
moment (I'll customise it later) that permanently docks to the right side of
the desktop. You know how when you open up Office and click the help file
button, you see how it docks to the right side of the window? Well I was
hoping to do the same except it stays to the right until you close it.

Is this possible and if so, any ideas on how I would be able to do this? :o)
